Huh?

Select Edit | Preferences...
Click "Formatting" under the "Mail & Newsgroups" item.
You'll find an checkboxes for turning HTML formatting on and off for
message composition. (This is in Communicator 4.61 under NT 4.0.)

IIRC, the only mail client that I use on a regular basis which doesn't
provide this option is the Outlook Client for Macintosh (the Windows
version of Outlook does allow plain text message composition).
