The latest issue of MacWorld (Nov 1999) deals with this. It's on page 123
and probably would have applicability to the PC as well.

Some of the options I see (from the article0 are:

Beyond Press a $299 Xtension from Extensis.
WebQuarkXPressXT $189
Adobe Acrobat $249

As you probably know, Quark already (according to the article) can do text
export, but not graphics.

I'm guessing that importing it to Pagemaker and then using Adobe Distiller
included with PM would do it as well. Also, Pagemaker has a crude html
export feature as well, but when I used it, I found it to be a hassle.
