Converting a Quark file to anything is not a cheap process. There are
QuarkXTensions that will allow you to do what you want. One that I have used is
BeyondPress from Extensis. 300 bucks. Here's the URL:

A word of warning: I used BeyondPress 2 a couple years back to convert my
company's annual report to html from quark on a Mac. While it worked, it still
required *much* manual effort to clean up the html code. Possibly the newer
version is better, but I would still be prepared for a bit of a mess.
