    The short answer is...it depends. While monitoring *keyed*
programs works fine, it's the unkeyed stuff that gets you.
Some programs are more difficult to key than others; we're
still trying to figure out how to do it for Exceed and
haven't been able to. As a result, tracking our Exceed usage
(to determine if we really need X copies) is hard.
