[WinMac] zero KB icon files

Does anyone know the cause of 0 kb icons files appearing on an NT 4 mac
shared volume? I find at least a hundred of them on a weekly basis and
I would like to find a way to prevent these files from being generated
because the windows clients cannot manipulate a directory that contains
these hidden files. I do understand that one ICON_ file has to exist at
the root of mac shared volume but these other files seem to appear in
random places on the drive. Could a certain mac application or file
cause these files to appear?
