Try WinImage - it can even write bootable mac floppies:
If you don't yet have a bootable mac disk but instead have a working PC,
Expand Network Access Disk image with Aladdin Expander-win and write it to
<ftp://ftp.apple.com//Apple_Support_Area/Apple_Software_Updates/
