I get the same message when starting up Timbuktu for use with the Mac's PPP
and modem access to the IPS... that is I get the message if Timbuktu is
unable to grab the TCP/IP connection... however, I do not get a crash or
a lock-up... I simply bail out of Timbuktu and try again. The problem
does not seem to exist when I'm connecting through ethernet... ...I also
received the message when running MacOS 8.5.

...maybe these "symptoms" will help in some way your trouble-shooting.

We had this exact problem occur with one of our users who had upgraded to
8.6. In his case, the fix was to trash the "Adobe Type Manager" folder
(located in the System Folder, in the Preferences Folder). I've also heard
that you should trash the "ATM Fonts Database" file (located at the top
level of the System Folder, if you have it at all) if you have problems
after upgrading to Mac OS 8.6. Finally, consider upgrading to ATM Deluxe
4.5 - we've had no more problems with OS 8.6 since we did.
