I'm using Anarchie 3.5. It does give a complaint if I turn on the
FTP Proxy with Port 80, saying that it can only work with port 21.
And of course, MS Proxy can only use Port 80 for the FTP proxy.

But we have the FTP proxy turned off. We just have the http proxy set
and the SOCKS firewall set, with passive ftp checked. So Anarchie is
using SOCKS to get through the firewall. At least, that's my limited
understanding of it. ;)
