[WinMac] MacBinary downloads

I've been playing around with some MacBinary encoded files on our
website this afternoon and I've discovered that if I put the files on
our website then when I download from my Mac it doesn't automatically
decode and as it's downloading it says "file type unknown".

If however I set the download link to point to our FTP site then it
downloads and decodes it fine saying "File Type StuffIt Expander". Same
exact file each time, uploaded the same exact way.

I don't understand because if you look in Netscape's prefs under
Applications, StuffIt Expander is set to handle all files with the .bin
extension. However, it doesn't seem to work unless those files are
being downloaded via FTP.

Anyone know what might be the problem?
