I've tried Anarchie and it doesn't work because the MS proxy server
apparently is only an HTTP proxy, no real FTP proxy (port 20 & 21). It
seems to filter everything through port 80. At least that's what our
chief technologist tells me, while he readily admits he doesn't know the
product very well (it was forced on us by management).

I wish I could get my hands on it and try a couple of things... ahhrrg!
