[WinMac] Send-only mail client for IE 4.0?

Hi... not *really* a Windows and _Mac_ problem, but it might be
applicable in any cross-platform environment:

IE 4.0 for Windows wants to use Outlook Express as its mail client,
*even* if you just want to send mail. (Called from a mailto: tag.)

This is annoying, because we don't want to install Outlook Express, because
we're in this weird Windows Terminal Server environment.

So does anybody know of a send-only mail client that could properly
respond to a mailto: tag?

And *actually*, how do you even change "helper applications" in IE?
i can't find it!

Argh, i feel like such an amateur.
