I think I understand your main problem, one of your ports, you mention
printer, somehow gets used by the system and then the program calling the
port refuses to let it go when it is finished. Am I right? Well there is a
way that should work.

Click on start, settings, control panel. Double click on system, then at
the top click on device manager. Here are all the devices installed on your
system. You can either then click on computer, then at the bottom click
refresh to reinitialize everything on your computer (if you are connected
via modem you will be disconnected as the modem is refreshed too) or you can
try just selecting the item you want to refresh, in this case it would be
the lpt port under the ports (com&lpt) directory. Ethernet would be under
network adapters. Hope this helps!
