Yeah, that's a real pisser isn't it. I've tried a couple of different
approaches: one long and another short.

The first effort involved using the Clean-Install Assistant
<http://www.marcmoini.com> to "export" all non-Apple System Folder elements
to a "System Folder Additions" folder. This was followed by a clean
install of MacOS 8.5.1. I then used "Microsoft Office First Run" from
Office 98 to restore that suite's System Folder components. Then
"Microsoft Internet First Run" from Internet Explorer 4.5 package. Outlook
8.1 was then installed before returning to the "System Folder Additions"
folder to recover the non-MS pieces that I needed (mostly fonts,
preferences, and a couple control panels).

On another couple of systems I used a shorter method in which the
Extensions Manager control panel was used to move the known or suspected MS
extensions, libraries, etc. to the "disabled" folders. I then used the two
"First Run" applications and the MS Outlook installer. The process ended
by returning to the Extension Manager from which I tried to restore all
disabled MS extensions to the active state. Extensions Manager notified me
in cases of duplicates, at which time I chose to delete the older copy
coming from the disabled folder(s).

Both paths seem to have cleared whatever problem existed originally. Hope
this helps.
