[WinMac] Getting a bullet symbol in Excel for Windows98

A quick question:
People just switched from using Excel on the Macintosh to Excel in Windows98,
and they want to type bullets as they did on the Mac (option-8). Is there a
keycaps-like program available in Windows98 for finding out the appropriate
keystroke? Or, is this a character code issue for which I will need to create
a macro for typing in the appropriate code to get the special character? And,
if I do need a character code, what is the character code for bullets?
