[WinMac] web graphics question

I've noticed that when visiting some web sites for the first time (nothing
cached) the background graphic of the web page loads first, followed by the
text. Visiting other site for the first time the text loads first with the
default gray background, then the colored background appears as it's set in
the body tag (such as <body bgcolor="#FFFFFF">) and finally the background
graphic as it is set in the body tag (such as <body
background="images/tile.gif">).

In the latter, the browser repaints the entire screen each time. I find
this really annoying but can't figure out what's causing it. Looking at
the HTML code I can't see anything different that would cause this so I'm
wonder if it has to do with the browser itself or the web server. I'm
using Netscape 3 on an 8500 PowerMac but I'm also seeing the same effect
using Netscape 3 for Windows NT.
