What I found would keep the Mac surfing through MS Proxy 2 was to give
Netscape the proxy server's TCP/IP address and not it's FQDN (Fully
Qualified Domain Name) name (pardon the redundancy), and set it to port
80.

If you're having trouble getting to the server you can also try adding a
hosts file on the Mac (which a lot of people don't realize the Mac
supports) but the names you use HAVE to be FQDNs, in other words, they
MUST appear in a DNS server (the good news is that it can be a local or
intranet server in case yours is not registered with InterNIC). Also, you
have to edit the file according to DNS specs. Instructions for this can
be found at Apple's TIL, sorry I can't remeber the number of the file.
