Actually, many software developers use Toast to prepare the master CDs that
are sent out for commercial duplication in the manufacture of their software.
This is what Specular did.

I would guess that the details of how you make the CDs is the answer (e.g. see
Dan's remarks on extra steps to ensure quick, clean CD images).
