Richard,

I find rebooting frequently to be a must with my WinDD
(multi-user NT, predecessor of Windows Terminal Server)
box:

at 2:00am /every:M,T,W,Th,F,S,Su "shutdown /reboot"

I agree that it's not a very pretty solution but nothing
that Tektronix/Citrix has come out with in the way of
hotfixes has alleviated this problem. Standard Windows
NT may be different.
