In the IIS Manager, open the properties dialog for each web site and make
sure that on the Directory Security tab that Anonymous access is enabled.

Then you may also have to add Read permission for Everyone to files and
folders within the sites directory.

If you are using Frontpage extensions, people who will be accessing
frontpage webs may need ot have the Log on Locally right added to their user
(or group) accounts.
