The FrameMaker file format (MIF) is completely cross-platform and
fully documented, so that you could simply put the Frame documents on the
CD. (probably worth including a copy of the MIF spec for future
generations ;).

SGML would be fine, or you might be better served with XML which is
a simpler more modern subset of SGML. You will also find that there are a
LOT more tools now, and coming, for doing XML than for SGML.

Frame + SGML comes with a large collection of DTD's for most common
document types, including the "standard" one used for publications. Even
if you can't use them as is, they would be a great starting point for you.

As for doing the markup - you don't need to, that's what Frame +
SGML does for you. You just write your document as normal, using style
sheets, and you just map the style sheets to markup styles, and Frame does
the rest. This is also true for the new version (5.5.6) of both Frame and
Frame + SGML, both of which now export XML.
