On several workstations here at the college we use a software package called OnGuard from a company called PowerOn. I have it on my machine and it works great. there is no way around it unless you know the user defined key combo to turn extensions off at startup. You can set up multiple users with different levels of access. Events like Logging in and launching apps are logged. I'm using version 3.0 on OS 8.1.
