Not quite true. (licensing issues aside) you can install NT on top of 95
by popping in the NT CD and going to a DOS prompt from 95, switching to
the I386 directory on the CD and typing "winnt.exe /b" (without the
quotes). That will install NT where 95 used to be. Who clean it is I
don't know but it works.

VPC also has an image called "OS_INSTALL.img " inside the installing
other Os folder. Run VPC, drop this image onto the "floppy" buton at the
bottom of the VPC program window and it will restart as if you put in a
bootable floppy. From there you can "reformat" your hard drive (only the
image that VPC uses) and install DOS on it. From DOS, access the CD-ROM
and type the same as above.
