Sadly I don't have any satisfactory answer for you.

Lots of postscript printers, including some of Apple's, accept a 'Postscript
Fax' board, providing plain paper fax printing and outbound fax service for
connected computers (Macs and PCs). They were the best of the lot, but I seem to
recall that Adobe has withdrawn PSfax from the market. Worth a little research,
though it may only support OS's through 7.0-8.0 and Win 3.1-'95.

But I've gone through a few of these for PCs, and I can tell you that you're not
missing much.
The others I've used (on PCs) had such crummy performance and reliability that
they just weren't worth the trouble. I ended up returning them or relegating
them to whatever capacity they were most competent with, usually faxing docs not
created by computer.

Some caveats for all-in-ones:
Fax scanning is only 192 dpi, grey scale at best, useless for image or OCR
scanning.
The sheet feeders (for scanning) are pretty good, but flatbed scanners are more
useful.
The modems are slow or only support fax protocols.
Even the all-in-ones that print color aren't particularly good printers.
The software is flaky and intrusive.
