[WinMac] Santorini server manager text import problem--redux

I am a week into it, and still can't get the Santorini Server Manager
software that came bundled with my G3 server to work right. As I
previously posted, the 'Import Users from Textfile' feature errors after
the first user record, and fails to put even that user into a group
account. It says:

Error: Network Communication Error
Explanation: Couldn't add new user to temp file.
Solution: -29320

Santorini says that -29320 is Apple-speak for "duplicate object".
However, there is no duplicate user account in the user database, nor in
the textfile itself.

With some 1300 user accounts to migrate from NT and assign to groups, I
need this stuff to work. Does anyone out there have a clue about this?
