Koga clarifies that Austin gave himself and Vince McMahon cowboy hats, and gave the kiddie-size cowboy hat to Kurt Angle as a joke. Angle, not getting the joke (you can see him wearing the hat with pride), gave Austin and McMahon badges (he gave himself a much larger badge), and that's where the line comes in.
